API Updates

• Organizations of type template will now be returned by default when you call /my/courses.
• Blackboard organization states are now decided more intelligently, instead of just relying on Blackboard.
• Technical contacts for the school and developer will now receive a notification email when a new integration is created.
• Events will no longer be generated for integrations that are paused.
